Government eyes new industrial estate at Jurong Bird Park site, with ‘work and play’ uses planned


A “VIBRANT future industrial estate” is being planned on the former Jurong Bird Park site, where JTC and the Urban Redevelopment Authority (URA) hope to integrate “work and play” elements and revitalise the Jurong Industrial Estate area.

The agencies are seeking ideas from the public for the redevelopment of a huge 39.2-hectare area that housed the Jurong Bird Park and includes Jurong Hill Park. Jurong Bird Park was moved to Bird Paradise in Mandai in 2023.

The long-term plan aims to integrate industrial buildings with amenities, recreational and public spaces, as well as other creative new uses, they said.

New “activity-generating uses” could also be introduced at the site’s frontage along Jalan Ahmad Ibrahim and Sungei Lanchar.

JTC and URA stated: “We are seeking proposals where the land can be used to support economic growth, but at the same time consider how to sensitively retain the iconic landmarks within the site.”

The site is close to industries such as food manufacturing, logistics, and precision engineering, and a makeover will “inject new vibrancy into the Jurong industrial ecosystem”, the agencies noted.

On Friday (Oct 18), the authorities launched a competition, “Reimagining Former Jurong Bird Park & Jurong Hill”, in a bid to gather ideas.

The site includes The Village, which has a commercial development that houses retail and food and beverage outlets, as well as a car park.

Vibrant hub

The project will challenge Singapore’s urban planners to “understand the rapidly transforming industries, and to imagine how the industrial environment may take a totally different shape in the future”, said Djoko Prihanto, president of the Singapore Institute of Planners.

Including public input “encourages a more inclusive and imaginative vision for the future of industrial spaces”, he added.

Improved connectivity and accessibility of the site to surrounding landmarks, such as Jurong Lake Gardens, is on the cards.

JTC also hopes to see “a vibrant recreational hub that enriches the wider community”, noted Tang Hsiao Ling, director of the agency’s urban planning and architecture division.

Participants are encouraged to retain and reimagine the 30-metre-high man-made waterfall structure in the former Jurong Bird Park.

The competition has two categories. An open category allows all members of the public to participate, while the professional category is for those trained in architecture, urban design, urban planning, real estate, environmental planning, and related fields.

Prize money ranges from S$2,500 to S$6,500 for the open category, and S$6,000 to S$10,000 for the professional group.

An earlier contest held last November had students submitting ideas to reimagine the Jurong Bird Park site as a “vibrant industrial estate”.

Ideas that were awarded include introducing unique hawker dining experiences and high-tech farms in the industrial site, as well as incorporating sustainable water systems into buildings in the area.

Their proposals will be exhibited at the URA Centre from Oct 12 to Nov 28.
